Although George Marshall may have created the Marshall Plan with the intention of rebuilding the European economy, the United States adopted and implemented it with the main goal to contain communism to Eastern Europe. Heightened tensions following the Second World War led to the United States and the Soviet Union partaking in strategic measures to advance their ideology and denounce the others. As a result, in March of President Truman introduced Congress to his new foreign policy called the Truman Doctrine which was to prevent communism from rising specifically Greece and Turkey.
Roosevelt had declared American neutrality. He did this to protect the country from joining the war and being in combat, yet he was still in support of Great Britain. All though all of America was horrified in the actions of the Germans in WWII they still favored neutrality over going into war.
Although Roosevelt knew Congress would not declare war he at least found a way around it to supple aid to the foes of the German 's. He created a bill that would allow him to sell weapons to those nations on a "cash and carry ' basis. The Truman doctrine provided political, military, and economic assistance so as to help all the democratic nations which came under the threat of external or internal authoritarian forces. It effectively reoriented the U.
Truman understood the situation in Greece and Turkey, and stated that assistance is very necessary if Greece wants to survive as a free nation. Truman was always well known for his diplomatic dealings with the Soviet Union. The containment policy was made official after the Truman Doctrine was announced.
The Truman Doctrine of gave four million dollars to Turkey and Greece to advocate a peaceful solution to the rising communism problem Kennedy The Truman Doctrine put much of its focus of giving financial aid to ailing countries rather than enforcing troops or military regime to stop the Soviet empowerment.
He could have attempted to reassure the US that the USSR was not seeking to expand, but by ignoring the situation he allowed it to unfold to the next step, the Marshall Plan, which gave the Western Powers the upper hand.
This would also still have allowed him to pursue his policies…. The Marshall Plan helped Europe experience its fastest period of growth and to cancel the risk of poverty and starvation in the region.
